Louis S. Moore
Lou represents individuals, businesses, and governments on a broad range of environmental and land use matters, including environmental enforcement and penalty cases, regulatory compliance matters, hazardous waste cleanup and cost recovery cases, wetlands permitting and enforcement, and insurance coverage and claims. He has also successfully litigated cases involving disputes over solid waste landfill monitoring and remediation costs, pollution liability insurance coverage, wetlands impact mitigation and liability for state and federal hazardous waste site cleanup costs. Lou is also a trained mediator and is available to mediate disputes, particularly in his areas of expertise.
Lou served as legal counsel to Governor Dukakis' Office of Economic Development, working primarily on economic development, labor and environmental legislation, and regulations and policy issues. He has served on the Board of Directors of the Massachusetts Government Land Bank and the Northampton Community Music Center, Inc., as well as on the Northampton Arts Council and the Northampton Conservation Commission, which he also chaired. Lou is an associate member of the Massachusetts Licensed Site Professionals Association, an organization for professionals involved in the management of hazardous waste sites in Massachusetts.

Lou was born in Providence, Rhode Island and is a long-time resident of Northampton. He received his A.B. degree, with distinction, from the University of Michigan in 1978. He received his J.D. in 1981 from the Washington College of Law of American University. He was admitted to the Massachusetts bar in 1981, the U.S. District Court, District of Massachusetts in 1989, and to the U.S. Court of Appeals, 1st Circuit in 2003.
